Health and Safety Management in Severe Weather Conditions

The Health and Safety Authority does not believe that the management of workplace health and safety is an impediment to carrying out emergency or essential services in extreme and difficult weather conditions. Martin O'Halloran, Chief Executive of the Health and Safety Authority advised that workers engaged in such activity should maintain communications with their offices and bases and have the necessary personal protective equipment (PPE) suitable to the conditions.
 
According to Mr. O'Halloran, "The HSA recognises that it is necessary for essential services to be maintained in all weather conditions. However, we advise that any work which is not essential should be deferred until weather conditions improve. Where essential work is required in high risk situations, the appropriate precautions should be taken."
 
In relation to the offer to local authorities by farming groups to assist with road gritting activity, Mr. O'Halloran added, "There is no health and safety legislation preventing voluntary groups, such as local farming organisations, assisting with road gritting activity."
