Notification of substances in articles


There is a duty on importers and producers of articles to notify the European Chemicals Agency (ECHA) if substances listed on the Candidate list are present in their articles, if both of the following conditions are met:

  1. The substance is present in the article in a quantity of over one tonne per year
  2. The substance is present in the article above a concentration of 0.1% w/w.

This duty applies no later than six months after the inclusion of the substance in the Candidate list. Importers and producers are exempt from this obligation if exposure can be excluded during normal and reasonably foreseeable conditions of use (including disposal) or the substance has already been registered by a manufacturer or importer in the EU for that use.

Notifications are submitted to ECHA via REACH-IT. ECHA recommends notifiers to use REACH-IT online, but for users already familiar with IUCLID the dossier may be prepared in IUCLID and uploaded via REACH-IT.
