

The Construction Safety Partnership Advisory Committee (CSPAC) Action Plan 2025–2027 aims to foster collaboration between key stakeholders, including unions, the Construction Industry Federation (CIF), the Health and Safety Authority, and other industry representatives, to create a safer working environment, reduce accidents, and promote a culture of safety through innovation and standardisation of good workplace practices through the sharing of information.

The CSPAC have published a three-year plan for 2025 - 2027, and Frank Kelly and Michelle Quinn jointly chair the CSPAC. The following is a summary of the 4 goals that are in place for the action plan 2025-2027:
🎯 Goal 1: Advise the HSA Board on OSH Legislation
Objectives:
- Review and advise on OSH-related legislation.
- Monitor and report on accident/fatality data.
- Identify high-risk industry issues (for Goals 2–4).
- Share innovations in safety tech and work practices.
- Promote incident reporting awareness.
🏗️ Goal 2: Reduce Injury from Safety Hazards
Objectives:
- Promote best practices in:
- Work at height
- Plant & machinery
- Excavations
- Traffic management
- Modular/timber/precast construction
- Develop guidance for renewable energy construction.
🧠 Goal 3: Address Health & Psychosocial Hazards
Objectives:
- Promote best practices for:
- Vulnerable workers
- Stress & bullying
- Ergonomics
- Hazardous substances
🤝 Goal 4: Support Safety Representatives
Objectives:
- Promote consultation with safety reps.
- Enable reps to operate effectively.
- Encourage worker-employer collaboration.
- Gather insights to inform future actions.
