HSA Inspectors participate in EU wide project checking compliance of hazardous mixtures with the CLP Regulation
During 2026, the Market Surveillance of Chemicals Team are participating in an EU wide enforcement project (REF 14) checking compliance of hazardous mixtures, placed on the Irish market, with the Classification, Labelling and Packaging (CLP) Regulation and to ensure they do not contain any substances restricted under REACH from sale to consumers.
Our inspectors will check if these hazardous mixtures are classified correctly for the relevant physical, health or environmental hazards, contain all the relevant label elements including pictograms, hazard statements and signal word, whether the packaging requires child resistant fastening and/or tactile warning of danger when sold to consumers or contain restricted substances banned from sale to consumers.
These checks will cover many product types including professional and consumer use products known to contain hazardous mixtures including scented products. The operational phase is currently underway, and the report will be published in 2027
We therefore recommend that companies check their inventory of hazardous chemical products to ensure compliance, updating labels, SDSs and notifications when necessary, so as to be prepared for any inspection under REF‑14.
